As a Coordinator I want to validate the report received from Reporter or Finder before deciding CERT's active involvement for the potential Case

(as of v0.4.0) The RM process requires that Participants validate received cases. It does not however dictate the validation criteria, which is left as a per-Participant implementation choice.
